The Nation - The Nation -- A recent study commissioned by Congress concluded that abstinence-only programs are completely ineffective in preventing or delaying teenagers from having sexual intercourse. Nor do they lower unwanted pregnancy rates or lessen the spread of sexually transmitted diseases.
